Almost anything that salvages into iron has a chance to salvage into steel with an expert salvage kit. There's a larger chance with higher-grade items though; a lot of low-level stuff will only give you iron. I can't remember exactly, but I think I got my first steel somewhere around Piken Square or Grendich Courthouse.

Start using expert salvage kit's solely once you hit the desert. You'll notice that weapons typically give the best return when it comes to steel. I have a stack + I've collected from farming the desert and SF; all I use now are the sup salvage kits. I haven't noticed a difference between expert and sup, except for the fact I save one space in kits (I used to carry two sets of kits).

Hope this helps

Weapons in particular seem to offer iron (and thus the chance of steel), although I have seen it from some dropped armors as well as shields. You can also, of course, buy steel at a rare material dealer.

Iron in low end, Steel in high end.

Yes, you can also buy it. But...

I suggest the above. High end areas past desert almost always yield steel with expert salv kits on weapons/etc.

Yup. My first steel was roughly the same spot. But as for better yields, here is the simple equation: High End Items= High End Salvages.

I've noticed that weapons with bonuses yield rare crafting items. Not mods, but bonuses, like + energy, 10>50, etc. Basically, if there isn't a mod to be salvaged, it should give steel, fur, etc.
